This never triggered for me between ch 4 and 5, like it says in the guide here. I visited every place in HQ, did all the skirmish missions, bought every upgrade, every news report, etc. this simply does not trigger here; there is no report to buy except the very first one, which I had bought long before.Roebot56 (talk) 09:33, November 27, 2014 (UTC)
either it was changed in a patch, or there is something wrong with this guide.
To my knowledge, Reports are gained totally randomly as long as the mission prior has been completed. I believe I got my Report 2 at about Chapter 9 (I avoided Ellet completely on my first run through, big mistake there because it took ages to get everyone's hidden potentials (unless you want to 100%, don't get ome character's hidden potentials, they suck (E.g. Susie gets one where she occasionally doesn't even shoot)).
