Potentials are buff and debuff effects associated with units in Valkyria Chronicles 4, being conceptualized as abilities reflecting the fighting skills and personalities of the members of Squad E. Most units have up to four Personal Potentials and up to four Battle Potentials.
There are various conditions under which a Potential might activate; these have a chance of activating under these conditions, and will remain active until the unit has ended their turn or has been KO'd. Each time the character meets the conditions during a Movement Phase, the game will check to see if the Potential activates. For example, Neige LePreton's Personal Potential Stage Fright will be in its "off" state if she is sighted by four or fewer enemies: if she is sighted by a fifth, the game will perform a check to see if the Potential activates. If she moves out of sight of one of those enemies, but is then sighted by a fifth again, the game will perform a second activation check for Stage Fright. If she is sighted by a sixth, because the game only cares that the number has changed, it will run another check to see if the Potential activates. This means that Potentials related to conditions like being spotted or encountering Interception fire are markedly more likely to activate.
Potentials based on Terrain are divided by the four terrain types in the game: grass, dirt/sand, snow/ice, and city. The unit must be standing on the terrain for the effect to occur; just being near something made of metal won't trigger a metal-based potential, for example.
Most types are self-explanatory; grass is anything green, while snow is white as commonly found in winter missions. Dirt refers to brown ground, such as dirt trails and earthworks, while city is cobbled or paved roads.
Battle Potentials, also called Class Potentials, are earned by levelling up an infantry class through training; they are unlocked at specific levels, depending on the class in question. Their effects are always positive, and typically improve combat abilities relevant to the class in question. The following table shows the levels for each class:
Personal Potentials reflect a given character's personality, and can be good or bad. Effects can vary from extremely positive, like letting a character take two actions consecutively, to character-ruining, such as having a random chance of them not being able to attack or instantly ending their turn.
Characters have Personal Potentials that are not unlocked initially or have a negative fourth potential. For the former, these are called Hidden Potentials, and must be unlocked by completing a Squad Story; depending on the map type after a certain number of Command Points are spent, a squad member is promoted to Corporal. Once this happens and all squad members that are part of the Squad Story are alive, it becomes available. Once this is completed, their fourth potential is unlocked. Characters with a negative fourth potential have theirs replaced with a positive potential. This also unlocks additional info about them in the personnel page in the Private Quarters. Even more uncommon are characters who gain a potential when a squadmate joins.
The exception to this rule are the Leaders in Squad E, who get their extra Personal Potentials (or have them changed) by progressing the story. The only exception to this is Minerva Victor.
In Valkyria Chronicles 4, there is only one way to get normal characters with no Personal Potentials: if all non-Leader recruits are permanently killed in combat during gameplay, generic recruits with randomized names will start appearing in the roster. These generics have no Personal Potentials (and also no friends list).
A Child's Wish - After attacking, she has a chance of being able to act again.
A Father's Grief - Approaching a fallen ally reminds him of his son, lowering his AP. (loses 100 AP)

Ace Chef - Her attack power increases when at a camp. (+40% vsPers)
Ace Tank Driver - His exceptional driving skills increase his AP. (recovers 100 AP)
Admires Fleuret - Having Fleuret around makes her want to look good, increasing her evasion.
Adrenaline Rush - Both accuracy and evasion receive a boost when HP drops to half. (+30% accuracy, +30% evasion)
Aggressive - Having many enemies in the vicinity causes her defense to increase. (+50% defense)
Almost Got 'Em - When he misses an enemy's weak spot, he will sometimes leave them alive even if he could have killed them. (leaves enemy alive with 1 HP)
Ambush Spotter - Enemy units in hiding can be spotted from the same distance as a scout.
Ammo Refill - They have a set chance of recovering all ammunition after attacking.
Animal Lover - Standing in a grassy field helps her relax, increasing her evasion.
Anti-Armor Boost - Their attack power against tanks occasionally gains a slight boost. (+30% vsArm)
Appraisal - He identifies an enemy's weak point, increasing his attack power and firing accuracy. (+40% vsPers, +% accuracy)
Arc Calculation - Through intense focus, they are occasionally able to make all shots hit a single point.
Artillery Boost - They have a set probability of slightly increasing their anti-personnel and anti-tank power. (+20% vsPers, +20% vsArm)
Artillery Burst - They have a set probability of greatly increasing their anti-personnel and anti-tank attack power. (+50% vsPers, +50% vsArmor)
Artillery Surge - They have a set probability of moderately increasing their anti-personnel and anti-tank attack power. (+30% vsPers, +30% vsArm)
Attentive - When resupplying an ally, she has a set chance to recover her own HP. (recovers 50 HP)
Auroral Vow - His/Her promise to Riley/Claude increases all of his/her stats. (+40% vsPers, +40% vsArm, +20% defense, +50% accuracy, +50% evasion)
Authority Issues - Being around a leader puts her in a bad mood, lowering her attack power and accuracy. (-40% vsPers, -40% accuracy)
Awkward with Girls - Being near women triggers a constitutional nervousness so powerful it lowers evasion.
Backup Sniping - All attack parameters enjoy a boost when shooting with no one else nearby. (+30% vsPers, +30% accuracy)

Biology Bias - Her total disinterest in inorganic matter causes her evasion to decrease when near tanks. (-40% evasion)
Blast Resistance - Their movement speed does not decrease even when hit by mortar interception fire.
Blind Faith - She relies on divine intervention to keep her from danger. Taking interception fire lowers her evasion. (-40% evasion)
Boost vs. Personnel - Attack power against human targets is slightly boosted a set percentage of the time. (+30% vsPers)
Born Leader - Having allies nearby sparks a sense of responsibility, raising their defense. (+50% defense)
Brawny - Her muscular frame and strong constitution lets her shrug off attacks, raising her defense. (+30% defense)
Bully - He gets aggressive toward weaker enemies, raising his attack. (+40% vsPers)
Calibration - Her heightened senses greatly increase her evasion.
Calm Heart - Unshaken even when surrounded, they remain in calm command, enjoying a boost in their parameters. (+% defense, +% evasion)
Calming Ritual - Crouching helps her calm down, increasing her defense. (+50% defense)
Camp Defender - Bent on protecting camps by sheer force of will, they naturally become better at evading attacks.(+50% evasion)
Cannon Stabilization - Crouching increases their accuracy. (+40% accuracy)
Cautious Crouch - Crouching or hiding increases their evasion.
Chasing Inspiration - When he defeats an enemy, he has a chance to be able to take another action.
Chatterbox - Whenever a close friend is nearby, they can't help but chitchat, a distraction that lowers their accuracy. (-40% accuracy)
Child of Nature - Paved roads feel strange and cold, leading to discomfort and lowered defense. (-40% defense)
Chivalrous - Being near women makes him want to look good, increasing his defense. (+50% defense)

Composed - Taking interception fire raises their firing accuracy. (+50% accuracy)

Power Scout - Sighting five or more enemy units grants a boost in both evasion and attack power. (+30% vsPers, +30% evasion)
